Any venue or place of assembly subject to regulation must have at least one certified crowd manager on premises whenever the business is open to the public.
The owner or operator must designate a certified crowd manager if the owner or operator of the establishment is not present or is below 21 years of age.
If the establishment is licensed for occupancy of 250 or more, the venue will require more crowd managers on-site whenever the venue is open. This requirement does not depend on the number of people inside the business, but on the licensed capacity of the establishment.
The occupancy load, rather than the number of occupants, is relevant for determining the number of additional crowd managers required while the business is open to the public. An additional crowd manager must be designated for every 250 occupants as licensed.

An additional crowd manager is required for every 250 occupants. The owner or operator must designate a certified crowd manager for every 250 occupants.
This means that establishments with 251 occupants must have two crowd managers, and venues with 501 occupants will require 3 crowd managers on-site at all times, not only while operating at that occupancy.
