Occupants are the people that are inside, or occupy an establishment. It is important to note that occupants do not only refer to patrons, any person inside of a business is considered an occupant for the purpose of crowd management. Occupants consist of all employees, performers, and patrons that are inside a place of assembly.
Occupancy is the total number of occupants inside of a place of assembly. It is the sum of all employees, patrons, performers or other humans inside the establishment.
The official licensed capacity of an establishment is referred to as the occupancy load. It is written on the Certificate of Inspection and must be displayed in clear view of the public.
