What Facilities Are Exempt From Having A Crowd Manager?

Certain facilities with a licensed capacity above 100 may be exempt from crowd manager requirements.

pop-ups, outdoor tents, and other temporary structures

Temporary Facilities

Temporary structures such as tents and popup stores that are erected for no more than 10 days per calendar year are exempt from crowd manager regulations.

Movie Theaters, Concert Halls, and similar venues

Fixed Seating Establishments

Facilities with fixed seating for assembly, such as movie theaters, opera houses, concert halls, or similar places of assembly are exempt from crowd manager regulations.

Count all employees
All employees count toward the occupancy of a venue
Count all performers and on-site contractors
All contractors and performers count toward total occupancy
Count all patrons
All patrons inside or in outdoor spaces must be counted
Private venues that operate in a particular way may be exempt

Private Function Halls

Private function halls may be exempt from crowd manager regulation where it is true that: 
- each guest has a seat at a table, and
- attendance is pre-arranged and limited (eg. ticketed, no walk-ins), and
- the occupancy load provides no less than 15 sqft per occupant
